I think the movie itself tried to imply it was Blackout, though the IDW Movie Prequel showed a silhouette reflected in the rover's lens that looked the most like Barricade.

 

The CG design itself is vague and generic in shape, but the head kinda looks a bit like Bumblebee's (even though he's not a Decepticon).

I could see that. Starscream's comment about the rover's primitive construction in the comic could be interpreted to suggest he was the one who crushed it.

 

That's three candidates so far. Of course, technically, any of the Movie 1 Cons could have done it (minus the frozen-on-Earth Megatron, the non-humanoid Scorponok, or the tiny Frenzy), so it's actually five candidates, I guess.

 

Or six if you take into account Wreckage being part of the group in one of the Target prequel comics.
