In the aftermath of the existence of a private CoH server being made public, a new public server has been launched. It includes actual combat and missions, unlike Paragon Chat. It's a little wonky and lag is rather bad at times, but it IS playable.
Unofficial City of Heroes server launched!

I'm very likely to try this within the week

Keep in mind, unless NCSoft has decided to abandon the IP to public domain, there's going to be a never-ending game of whack-a-mole with C&Ds sent to the servers, plus the occasional stronger legal action against anyone who they think they can get charges to stick to. So, expect a lot of downtime and server-hopping.
(I first heard of this thing last week, but as someone on the City of Titans dev team, I gotta stay well clear of this legal morass. So you're not gonna see me on any of the pirate servers.)

Nice to see NCSoft are still a bunch of asshats. Always handy to be reminded why I continue to boycott anything they vomit out.
EDIT: Yes, I anticipated this. Yes, it's NCSoft's legal property to do with as they wish. Which at this point is to let it decay. Maybe NCSoft has a CoX 2 set to launch in the next few years, but if you aren't doing anything with the property and have no intention of doing anything with the property, this just feels cruel for cruelty's sake.

Current news is that the people in charge of the server ghosted, NCSoft hadn't actually issued anything yet. So, all the code was on the servers, which have been disconnected...if they stay hidden to avoid potential prosecution, SCoRE is almost back to square one on the emulation.
