Star Convoy's Matrix is dubbed the "Silver Matrix", and with the command of "Silver Matrix, combine!" (note that it's the actual English word "combine" and not the Japanese "gattai"), the combined form of the Matrix with the guns is the "Silver Matrix Weapon Big Bang Cannon".

As Gherk pointed out on Twitter, it's drawn based on the Rodimus Prime toy, so is presumably Lucky Draw Primus.

If this is part of the big JG1 continuity, with this being set in 2011 I guess it would be a some point before The Headmasters, during the truce Galvatron called at the end of "The Return of Optimus Prime", hence he and Prime seemingly getting along here.

 

And I suppose Primus (whose name I missed before but now see on Page 2) might be showing them a glimpse of the future when the first Dark Nova launches his attack in the late 2020s/early 2030s. Or... he sends them to the future? Or the Novaroids come to the present from the future? Or... *sigh* Oy vey.

That just caused me to think of this line "Anient Matrix of Power, Transform htts tyrantical bot into (dramatic music) SUPER MEGATRON (crazed/evil laugther)!" I know its kind of weird, it just sort of came to mind
