Here's my take, starting from local government and working our way up to galactic wide government.
The Cybertronian Commonwealth: Formed after the Universe War by Optimus Primal and his comrades, this state has officially dissolved the Maximal Imperium and Predacon Alliance, replacing the two rival states with a pan-factional democracy that allows everyone's voice to be heard and accounted for. The legislative body of the Commonwealth is the Cybertronian Parliament, a grand council made up of various representatives from Cybertron and her colonies. The process to reach Parliament, however, begins on a much smaller level. Starting from the bottom...
Small territorial councils- Councils made up of local officials and politicians from a specific territory on a world. Every territory on a planet has these councils, although some function slightly differently than others. The goal of each council is to maintain the stability and prosperity of the region under it's jurisdiction, encourage cooperation between the different cities, towns, etcetera within the region, and elect a governor to represent them in the planetary House.
*On Cybertron, these councils are called Provincial Councils. Instead of a governor, the PCs elect a Lord, who then goes to the High Council. The goals and duties of a Lord and a Governor are virtually identical, however a Lord simply has more prestige due to being from Cybertron, the heart of the Commonwealth.
Houses- Made up of the various governors from across the planet who then convene to manage the economics, infrastructure, policing, etcetera of their respective colony. The goal of each House is to ensure the stability and prosperity of their colony world, as well as elect an Imperial Peace Marshall (or, in the case of Predacon-majority worlds, Emirate). The Marshalls/Emirates represent the colony in the larger Cybertronian Parliament, convening with not only each other, but also the Supreme Commander of the Commonwealth Military, and even the High Council of Cybertron.
*On Cybertron, instead of a House there is a High Council. While the High Council handles many of the same duties as any other House, it has an elevated position of power and prestige in Parliament due to its governing of Cybertron itself. Because of this, the High Council coordinates much more frequently with the Commonwealth Military and it's Supreme Commander, as well as sometimes overruling the actions of individual colonies. However, if 2/3rds of the Marshalls/Emirates in Parliament vote against the High Council's decision, the Council is forced to back down and attempt to reach a compromise, or scrap the idea altogether.
Parliament- The Parliament is made up of the Imperial Peace Marshalls/Emirates, the High Council of Cybertron, and the Supreme Commander of the Commonwealth Military. The goal of Parliament is to manage the entirety of the Commonwealth, from its economics to its defense, from its expansion to its foreign relations. Anyone in Parliament can propose a legislation, which can then be voted upon. The High Council can at times veto the proposed legislations of a colony, and even override it's House, although the Council is kept in check by the rest of Parliament, which can in turn veto the Council is a 2/3rds majority is reached. The head of the Parliament, and by extension the entire Commonwealth, is the Prime Chancellor, who is elected from within Parliament (and is usually from the High Council, although there are exceptions). The Chancellor heads the Parliament during sessions and operates mainly in the fields of defense coordination with the Military, foreign relations and trade with other galactic nations, and the economics of the Commonwealth as a whole. A Chancellor can be removed from power if the majority of Parliament votes for their impeachment, although this rarely, if ever, occurs.
Commonwealth Military- The Commonwealth Military operates mostly outside the realm of politics, instead focusing on the defense and expansion of the Commonwealth. While each major branch of the Military has it's own respective head, one of these leaders is appointed by the Prime Chancellor to become the Supreme Commander of the Commonwealth Military. The Supreme Commander serves the dual purpose of overseeing the operations of the entire Military and representing the Military in Parliament. While some question the purpose and legitimacy of a military commander being allowed a seat in Parliament, the Supreme Commander's position helps ensure that matter of expansion, defense, and internal stability are always accounted for in Commonwealth politics. As a bonus, having a seat on Parliament helps keep the rest of the government up to date on Military matters, helping to avoid any miscommunication and potentially poor decision making that could negatively effect the Military. The Supreme Commander, while subordinate to Parliament and the Chancellor, is often granted a level of independence to manage the Military as they see fit.
*Internal stability within the Commonwealth is managed by the Commonwealth Peacekeeping Agency (CPA), which was formed after the merging of the Maximal Command Security Force and the Predacon Secret Police. The CPA is a branch of the larger Commonwealth Military, but is generally granted a degree of autonomy due to their more localized nature. The CPA itself is headed by the aptly named CPA Command, which is in turn subordinate to the Supreme Commander.
