It's hilarious how many bad English dubs the franchise has.

Paragas felt really inconsistent. Like at the start he comes off a desperate loving father, ready to throw away any social standing he had to save his son. But when we get to the present he seems to view him as nothing but a pest or a tool. I guess we're supposed to take it that 4 decades of living in a hellhole with no company beyond your living weapon son has soured him considerably but much like Broly going all rage in the second half it feels like a hold over from the original interpretation, where he pretty clearly saw Broly as a tool and tried to abandon him when he'd clearly snapped. Which is weird because, if I recall correctly, here he cries out for Broly to escape when it looks like Goku and Vegeta stand a chance of killing him.
He really was inconsistent.
I assumed his plan was to basically find Broly, train him in secret, then use him to depose/punish King Vegeta. A plan which kinda went out the window when the ship was damaged. He then basically stewed for twenty-years unable to do anything.
I feel like the shock collar was only there because it was in the original too.

"Disabled people donít have special needs. We have very reasonable human needs. Our needs include freedom from abuse, violence, and mistreatment, the right to autonomy and self-direction, the right to represent ourselves, equal opportunity for education and employment, the right to accommodation, and societal inclusion and acceptance.
The need for accommodation isnít a ďspecial needĒ. Itís a basic human right. Itís a leveling of the playing field that allows us the same opportunities and chances as non-disabled people."
