The Empire did if you go by what said in that Rebels ep where they encounter active Battledorids, so the winner was the Empire and its Emperor, everyone else lost including Anakin/Vader, the whole war was nothing more than a game to the at the time to the Surpeme Chancellor, he played both sides and in the end, he won, the Jedi lost their status and were nearly wiped out, his Appentice through out the war lost his life, Anakin lost his wife, his family, then he lost his other arm and his legs along with his otherwise heathy appearance to become imprisoned within a suit and to suffer and serve the one man who he thought could aid him in saving his wife from death. The galaxy lost its freedom and right to choose its leaders, the worlds that broke away at the start of the war, lost their miltray, their groverment, so everything was lost within the republic, while the outerrim worlds ruled by the Hutts, lost nothing of value maybe aside from a few arms deals, in the begining but they likely recovered as those opposed to the Empire started forming resistance groups.
