Doom is literally a better leader (be he president or Tyrant) then whoeveer in IRL is currently mucking things up. This isn't even like Luthor as President levels where is still mostly bad guy in the role. Doom, while some mileage will vary with writers, tends to always be someone you can actually trust to keep his word ( such as Doom remembers those that help him and always repays his debts without any doublecrossing), someone that wants the best for his people (Latveria is generally ((again varies with writers)) considered a rather peaceful and fairly advanced country not an oppressed one), and someone that recognizes when petty fueds need to be set aside for the greater good; There are plenty of times where he realizes there's a bigger threat and acts against it. Hell, the one time he actually got complete power, ended up glad to be defeated since it wasn't what he wanted.
Doom is probably the most well rounded antagonist in all of fiction.
