To back up to the original question about Scramble City's existence in regards to the English-language cartoon continuity, the pack-in comic that came with the Australian DVD boxed set released by Madman did feature a timeline of events that included a point in history titles "Scramble City", so that comic may at least want us to "pretend" that Scramble City happened in the cartoon continuity. But then again, that same comic also used the Marvel Comics' asteroid crisis as the true reason for the Ark's launch, and included the Beast Wars as being unambiguously part of this timeline, so make of that comic's timeline what you will.

Editors at Fun Pub didn't feel it was right to try to "fix" or otherwise change or alter other writers' works. Which is why everything Fun Pub-written became its own stream (Animated was written by the same creative team as the show, so it's one of the very few stories still set in its original continuity). So rather than write words into the original creative team's mouths, Wings only sought to offer one possible solution to the Constructicons weirdness.

It would be pretty peculiar to have the arm guys be different and the leg guys be the same, especially in light of Grimlock being one guy who forms both legs.

 

I'm not saying it's impossible, and I even noted that the models have wheels on both sides of the legs above, but I think the evidence - especially that bus artwork - comes down on the side of a four-person combiner.

 

Although it was called a five-bot combiner when we first learned about it...

Yeah, each leg/foot looks like the left and right half of a truck and trailer that have been split down the middle a la G1 Motormaster's own legs/feet.

Character-wise I'm REALLY glad Optimus didn't stick his mug into this combiner. 

 

On the other hand it does make one wish for Drift, Optimus, Fixit and Windblade as a weird combiner of their own.

They are? The right leg you side the side, the left leg you see the front, don't look the same to me, but those are different sides, so hard to judge. That right leg however very much looks like a complete car (not truck, not semi cab, specifically car) on it's own to me.

Optimus is basically normal but folds his arms into his torso for extra Beefy. Drift and Windblade turn into arms. And Fixit gets worn like a hat.

So... how come Ultrabee has got these Menasor/Viking horns in the art but not the toy render?

 

 

And "Shocknado" conjures up a far cooler mental image than just purple version of the jet combiner guys.
