It looks like they took the head, limbs, and backpack from a "more doll-like but otherwise typical" Arcee, and put them on the torso of something that was more heavily redesigned in ways I don't quite understand.
Why is everything pointing at her navel?
What even are the snake-looking things coming out of her chest, or the diamond-looking thing in between them?

They're MtMtE greebles.
Stating the obvious, Windblade had a fair bit of that as well, but she started in that aesthetic. Since the line isn't specifically drawn from MtMtE, this Arcee is more a cutsified G1 version shoved through that filter.
Shouldn't gravity be doing something?
Of course there's a figure of Rodimus as some kind of animal girl. Why would I be surprised by this?

It's not even really expressly IDW, although perhaps inspired a bit by it. It was just artist Ban's artistic rendition of these Transformers characters, designing them in a way that was more sexy and muscular.

I mean, they just did an IDW Rodimus and a somewhat dollified but fairly comics-based Windblade, so when the same panel style shows up on Arcee, I don't think it's a mystery where they came from, and it's nonetheless not an IDWI Arcee, any more than the IDW Rodimus was the G1 cartoon character, so. 🤷♀️

Again, these ladies are expressly based on Ban's fanart, though. I mean, he may have taken some inspiration from IDW's style when pioneering his own, but they're not a direct match for anything in the IDW books, but they are an exact match for his designs (well, after a slight redesign to make them somewhat less ecchi). And the design control arts here are accredited to Ban.
While FlameToys has been doing some IDW-based models, that hasn't been the entirety of their output. They launched the line with original design concepts from some of the artists from Studio Trigger, after all.

I've never really had a problem with that. I liked the T30's modifications to her colour layout because they looked "sportier" to me. They kinda reminded me of athletic wear.
I do believe that was the rough period that Ban first came up with these designs, as evidenced by the alternate Hunter colourscheme that he did up as well, so he was probably influenced by the T30 release.
