Can Biden replace him at will? Because we might need to put pressure on him to do so.

Republicans have already vowed to impeach Garland if they retake congress. He doesn't have much to lose by doing something at work sometime.

...Can they do that?

Wait, does that mean they can also impeach the entire cabinet???

Wait, who cares? They're not getting a two-thirds majority so they're just going to make a laughingstock of themselves.

That's not completely true:

-
"...Some animal research suggests that exposure to CS gas may increase the risk of having a miscarriage or cause fetal abnormalities. However, there isn’t enough human research at this time to know how CS gas affects fetal development in humans..."

(Source: - https://www.healthline.com/health/tear-gas-effects#effects )

Christian groups, who may be "pro-life" (and thus quite sensitive to such chemicals being distributed) seem to have several sites refuting this claim:

-
"...
There is no scientific evidence that brief and limited exposure to OC causes miscarriage. There is also no clear evidence that CS is an abortifacient. The claim appears to have originated from Andrei Tchernitchin, a toxicology expert at the University of Chile. Tchernitchin said in 2011 that CS might “induce abortions or premature deliveries” and that “Israel confirmed that this component is abortifacient.”

This claim is based on reports in 1988 that tear gas fired into enclosed spaces caused “dozens of miscarriages” in Palestinian women. However, a fact-finding mission by Physicians for Human Rights “could not substantiate, in any way, rumors of an increase in miscarriages.” As a 1989 GAO report on “Use of U.S.-Manufactured Tear Gas in the Occupied Territories” notes, “Although allegations of large numbers of spontaneous abortions and miscarriages were widespread in the Palestinian community, the physicians who the fact-finding group spoke with had found no obvious change in the rate.” Similarly anecdotal reports from Bahrain and Chile claim a correlation between frequent and prolonged exposure to CS exposure and miscarriage, though no clinical evidence has supported such findings.

This is not to say that CS and OC are cannot or have not ever had an abortifacient effect, only that more study is needed to make a clear determination. Yet we can say there is currently insufficient evidence to make the strong claim that “tear gas is an abortifacient..."

Wikipedia also does not list tear gas' (negative) effects as being abortifacient:

Thus, it would seem that there is no clear evidence to support your claim/linked tweet.

Probably not a direct link, but extreme stressors CAN increase the chances of a miscarriage, especially in women genetically susceptible to them. There's also the fact that such stress can lead to a sudden surge in various hormones and if such a release is triggered at certain points in fetal development it can cause changes in epigenetics. If said event leads to the expression of a faulty gene that would normally have remained dormant, a birth defect could result.

Question really is HOW much of an increase in risk exposure really is.

Again, there is no direct evidence to support the belief that teargas causes any abortifacient effects in humans. We need more data before drawing conclusions.

Honestly, 8 feet is a reasonable distance to limit all bystanders but the specification of filming makes the intent of this transparent.

Woah Woah. In my completely unchallengeable estimation you are standing only 7 and 3/4 feet away. That'll be $500 please.

Or the police could walk up to anyone and keep making them walk "8 feet away" from the officer walking up to them...

It's a vague law which will almost certainly be abused by the police.
