Plus a lot of Uber's business plan could be boiled down to "bankrupt the other options first, THEN we can worry about profit." Like when Walmart puts a Neighborhood Market across a street from a local grocery store. They don't have to make more money than the other store, they just have to take enough money away from it that they close. Then ALL the money comes to them. It's a movie where both sides are the bad guy.
It is expensive; I remember being shocked how much the taxi license actually cost when I first found out. A lot of actual drivers are just minimum wage workers, though, while the plates are owned by some fat cats who clearly have enough time on their hands to lobby the government. It probably should never have been that expensive to operate a taxi in the first place.
In quebecs case, it really is more the government not abiding by someone supplementing their income on the side without giving them their share. Which is backed up by the taxi union screaming about all their costs. Which is kinda fair as those taxi liscences and requirements are friggen expensive.
