Hmm... kinda a really boring name for an awesome looking figure. I still want him of course, but something a little more creative, fun, and memorable would have been really neat. Ah well.

Who says that toy-only characters from the first movie mean anything to toy-only characters from the second movie? Didn't we already get an Armorhide and an Evac too? Heck, we have two Dead Ends in ROTF.
And keep in mind that movie characters have been known to spontaneously change bodies in the Movies. Megatron, Frenzy, and Bumblebee all did it in different ways, and now Bludgeon is doing it.

There was another jet scout in the April 2009 Walmart computer listing besides Ransack, the the other "biplane" and Skystalker. Divebomb may not be the biplane.

You see, it's an obscure G1 Marvel UK homage! One of them was originally called Divebomb, the other wanted the name, so they fought over it. The looser has to change his name to Swoop.
BTW - I might go for the red Decepticon Knockout redeco as Scooter even if he is a Decepticon, as there was an episode where Scooter turned evil on the Gobots.

Divebomb is a fine name for me. My movie 1 Divebomb is UT Divebomb to me, so no big deal. And since I'm considering both Ransack and this red repaint are Seekers (in the conventional sense, not the ROTF meaning) and Walmart Divebomb is a Seeker, it works out nicely.

But G2 threw changed that, and it totally went out the window with Beast Wars.
So we've now had a longer span of time of name reuses than consistently keeping the same name for the same character.

Most other toy lines are either based in a pre-existing property, or don't have to worry as much about holding on to names though, don't they?

Also, if you consider Armada and Energon to be part of a larger UT toyline, there's two Prowls - the minicon (who showed up twice in Armada and once in Universe) and the deluxe (who showed up twice in Energon).
At any rate, I guess it boils down to name reuse for tradmark purposes. 2 Divebombs over the course of two years (2208 and, presumably, 2010) really isn't that bad.

Not the case. GI Joe has two characters
codenamed Airborne, and two characters
codenamed Dusty.
There are also two characters named
Doc, with the
second explicitly being the niece of the first.
All of these characters also explicitly existing in the same continuity/universe.
And then there's Cobra Commander and the impostor Fred VII, Destro and his impostor son Alexander. That's much more sketchy, with the figures not necessarily originally intended to be other characters playing dress-up, but Hasbro did recently make a
Cobra Commander that is Fred VII under the helmet. Around the same time they also made a Storm Shadow figure that (going by the comics) is really
Zartan in disguise.
I'll grant that those examples are all from one line by the same company... but given that the company in question also makes TFs, I think it sets a precedent for it nonetheless.

It's not so much two guys from two different factions with the same name that irks me - no one can say that the Mini-Con Prowl and the Autobot Prowl are the same guy. It's two guys in the same faction with the same name that I find slightly irksome - strikes me as lazy and uncreative.

Yeah, a Mini-Con sharing their name with an Autobot or Decepticon is fine. I'm not even that bothered about Predator Skydive and Skyscorcher Afterburner sharing their names with G1 Autobots or even Movie 1 Mudflap sharing his name with ROTF Mudflap.
But two Autobots or two Decepticons with the same name in the same 'universe' will make me want to merge the two together. We haven't read the new Evac's bio and I already consider him a new version of Movie 1 Evac just because of his name. I like to keep the Scout Dead End different from the Deluxe Dead End though mainly because mine was named Detour so I consider the name Dead End to be incorrect.

I still want to have Dead End be a parasite who moves from one Transformers dead body to another. He inhabits 2007 movie Jolt, Detour and Sideways bodies aftet their died.
Still, recycling names when it's NOT supposed to be the same character, but it's in the same line, is annoyingly lazy by Hasbro. Even if they don't want to make a NEW character, It's not like they even ran out of Autobot helicopters to name the new Evac. He could be Quickstrike (from Energon), or Sandstorm, or Rotor (Universe Autobot Micromaster), Heck, why not bring back Guard City Fly Up? (okay, maybe that wouldn't work...)
The perfect name for the red Ransack repaint would have been Blitz, as Blitz was a name the G2 Ransack airplane was released under in Europe. Ransack and Blitz! Perfect.
