As you know, his name will be Spin-Out. Here's a description for artists:
Head: Resembles an Animated version of Cybertron Hot Shot, with the visor, but has antennae more like an Animated version of Cybertron Override. Has a silver blue face and the rest of the head is dark blue, with the visor being black.
Body: Mostly dark blue, with light blue highlights. Has large wheels for shoulders, and the doors fold onto his back with the car roof. Skinny black upper arm, while forearms are thicker like on most animated characters. Body has circuitry lines, a la Tron. His weapon is his hacking ability, which consists of him shooting a data blast from his hands. Thighs are small and black, and lower legs are wide. Has large wheels for heels, giving him a roller-skater like movement similar to Movie Bonecrusher. Body has a thin build, similar to Bumblebee. The shoulders are a bit wider, though. He's in between Prowl and Bumblebee in height. Headlights go on chest, which folds down to give him a more flattened chest like most Animated Autobots.
Alt-Mode: Basically a blue police version of the Saab Aero-X, but with a circuitry deco. And Animated-style.
Bio: Another young Autobot on Optimus' crew, Spin-Out is essentially a third wheel to Bumblebee and Bulkhead. He's a bit of a tech-head, and tends to overthink things. He has a sharp and witty sense of humor, but he can occasionally be a bit cowardly. He's an expert at programming and hacking into computers, and also enjoys video games. He embraces nature, simply because he's a research 'bot. Was training to be an Elite Guard spy officer, but flunked along with his friends Bumblebee and Bulkhead. After the second great war, became an espionage expert and joined Nova Prime's crew, consisting of Broadside, Tow-Line, himself and Jackpot.

Galactic powers:
Can hack through advanced systems in minutes
Always thinks at least three steps ahead of everyone else
Once had a pet Lipole

I'm a little confused. Are you asking for advice on the actual description, and/or are you asking for artists to draw him?
The physical descriptions sounds good, but some notes on his personality/backstory would be helpful. For one, which faction (if any) is he?

Hooray, crappy rough art! Coloring on a touch pad sucks -_- Got any specific car model in mind for the Alt? It'd help if you had a picture of one.

@Weremole: Your design's a bit younger than I see him, but it fits him pretty well. Maybe just add a smirk to his face?

We're not buskers!

The art you've gotten were gifts of time and effort from people interested in your character concept, there is no way to really /make/ you give money for art you've already received. If an artist wants money, they generally put out solicitiations for commissions first, and let the customers come to them.
Also, there's generally no editorial process after the final image has been plunked down, unless the illustrator is feeling particularly generous to give you even more of their time and effort. ;>

Logically, if one of these guys wanted monetary compensation, they would've asked for it before doing the drawings.

Yep. Also, it's never to late to publicly say 'thank you' for the gift. I generally do that when I wake up in the morning and find HOLY jive AWESOME ART OF MY CHARACTER IS ONLINE!!!

I've noticed that you've yet to thank (publicly, at least) the gentleman who took not a small amount of time or effort to draw your fan character for free. Not the best idea if you intend to ask for anything else in the future.

I've come up with a better Alt-Mode for Spin-Out. He basically turns into a police car with a rounded-hourglass shape(Wider front and back, small middle. Gives it a sleek look.) and circuitry deco. If you draw this, thanks in advance
