So he's long dead by this point.
...Or
is he? Like the Mysterious Stranger, I like to think he's become part of the Wasteland mythology. The idea of treble-hard bastard slavers, the likes of which would punch out Deathclaws for laughs, crap themselves at the thought of, on dark nights when the wind kicks up, a little man in a Vault jumpsuit with a hand-puppet.

The Mysterious Stranger
The Puppet Man
The Pint-sized Slasher
Am I missing any?

Harold could be considered a legendary figure, seeing as how he's been present in all three games (And most of the spin offs).

Typical. I have the chance to bankroll a merchant, so I go for Crazy Wolfgang, on the understanding he'd have the best repair skill in the game. So it's just my luck I find his corpse by the western entrance to Canterbury Commons, next to a dead Giant Radscorpion.
Damnit, Fallout 3. Still, in his best traditions, I looted his body and put it his gear into my storage locker. Rock on Wolfgang. Rock on.

It'd be nice if they had some extra generic NPCs programmed in to replace traders as they die. One issue with this game is that, over time, the world can get depopulated and it won't go back.

Too bad that doesn't apply to those brats in little lamplight....

Given how gunshy Bethesda has been with children in their other property (The Elder Scrolls - a land of nothing but adults, save the few children skeletons scattered in tombs and Vampire lairs), I think it's a accomplishment just having kids in the game itself.
At the same time, I'm still disturbed at the amount of people on the official forums screaming from the mountaintops (Or at least they were, I'm sure the G.E.C.K. has silenced many on this issue) that children should be killable.
Yeah it'd be more realistic (And more in line with previous Fallouts), but ultimately I don't think it really adds anything to the game beyond being a sadistic prick.
EDIT: And if you want to get really technical, there's three kids you *can* kill in the game. You can blow up Megaton, which takes care of the two living there and you can also blow off the kid from the questline "THOSE!", who presumably dies alone in the harsh wasteland, somewhere.
Theoretically, there's a fourth one. According to a friend, you can off the sadistic/bully kid in Rivet City. I've never tried myself, though.

I've seen mention of them wantign to kill the Lamplight brats, who have some of the most annoying characters in the wastelands, but the few other kid characters I've never seen a death htreat against. Also, I happen to like being a sadisitc prick from time to time in these games. It allows me to get out frustrations that I could do in real life, which includes knocking some sense into kids like McCreedy and Princess. Teach them to threaten me with violence.

Edit: Yeah, but most those kids you mention there are mostly likable. Even the bully in Rivit City isn't that bad, after you realize he's acting out aganst his drunken whore of a mother.

I ended up spreading the balm that would make Oasis grow faster. It works out, because when you talk with Harold again he realizes the folks at Oasis need his help, and the Oasis folks finally realize they need to start listening to Harold. Depends entirely on when they have the next game, and where. If they set it 150 years after the bombs, and somewhere between DC and california, I'd say we're gonna run into harold.
And yeah, I broke the tenpenny quest myself my first time through: though there is a way to end it despite failing the checks. You simply have to pursue one of the other endings. Or reverting to a save file, and buffing speech before trying again.
