Well, that sucks that they did change it in Villains. I noticed the blue cab in Steel as well, but figured it was unique to Steel. The photo earlier (I didn't enlarge it) looked at first glance like the Talos setting.
Did you extract the entire contents of that "folder" or just the texture file BlackMarket_Cab.texture?
I noticed there's a lot of other info in there, too, such as the building's doors, etc.
And, has anyone verified which PIGG file? The texWorld or texWorldSW?
You'll need these files for the Black Market truck (or, at least, these are the ones I extracted) from texWorld.pigg:
BlackMarket_Cab.texture
BlackMarket_Cab_mask.texture
BlackMarket_Cab_normal.texture
BlackMarket_Trailer.texture
BlackMarket_Trailer_normal.texture
Extract these to the data directory under your CoH/CoV (or CoH/CoV Test) installation directory. This will create this path structure (assuming default installation):
C:\Program Files\City of Heroes\data\texture_library\WORLD\organizations\AuctionHouse
The *.texture files will appear under AuctionHouse, and the truck will be red in-game, with the blue stripe back on the trailer.
For the other truck, extract the files that Murry mentioned into the data directory.
That should put Prime back in place everywhere this truck is used.

I'm thinking of changing the trailer up some, it just doesn't go well with the new look
