Pretty sure FOC Prime is on there to imply a connection to the current media, whether or not said connection exists.

Same way Darth Maul shows up on current Star Wars packaging whether or not he was in the same movie (or trilogy even) of the character actually on the card, and Roadblock and Snake Eyes are on all the Retaliation packaging.

Non-specific character art to grab the eye through brand/character familiarity and all. If this set was originally intended for Wal-Mart, that makes perfect sense.
