Considering Prime kinda has its own characterisations (Wheeljack in particular), who this 'legendary' and 'rogue' character is, is entirely up to the writers. Could be anyone. If I was going with established cross continuity stuff, I'd say Grimlock would be a prime candidate over Ironhide. But then it could easily end up being ninja Cybertron baseball all star Ironhide gone rogue. And he wears a hat. Try homogenising that into the aligned continuity.
