I thought the same thing at first, but I love it. It's how you know they're the same guys (since the bodies are not the same). Though whichever is Fracas should have a red/orange face.

I don't recall e-Hobby ever creating any tooling wholely original to their Transformers releases. All their stuff uses pre-existing tooling. THS-2B Convoy had new G2 style heads and cannons that didn't come with the regular THS-2. There were other figures that had exclusive parts not seen in the regular release, but all of those were preexisting parts on a Diaclone, Microchange, or older Transformers release. Regardless, Hasbro will have access to that alternate head either way. When and if they choose to release it (which is probably just a matter of when and not if), is another question.
