Didn't sound like an Insecticon (or, obviously, Megatron), but beyond that I'm not sure who it's supposed to be. By elimination, a seeker I suppose.

Did Skywarp and Thundercracker even get voice credits in the movie? I wanna say they don't. (I know, I could look that up, but I'm sleepy.) Unless you recognize the voice actor and can tell from the TV series credits whether he does Skywarp or Thundercracker, I don't think there's a clue there. Even then, that really doesn't prove more than that the same voice actor did the line.
The comics are a good thought, although is the scene even long enough there to have that rather trivial bit of dialogue? |

Marvel has (presumably) Kickback saying "Don't-- please! We're still alive! Alive!" after being thrown outside of Astrotrain. IDW just has Thundercracker cry out "Noo!" after the vote.
Perhaps the script will be more illuminating? |

Though it's equally likely that the script would have something like "DAMAGED DECEPTICON: Brothers, don't!"
